EBS Helps Bring Europe’s top-level AI Master’s Programme for Public Sector Professionals to Estonia
Entrepreneurial Estonian Business School (EBS) is proud to contribute to the education and development of artificial intelligence specialists for the European and Estonian public sectors at Master’s level. As a full member of the AI4Gov-Xconsortium, co-funded by the European Union’s Digital Europe Programme, EBS is honoured to work alongside leading European universities and innovation centres to develop the next generation of AI competencies for the public sector.
After several years of collaborative development, the project has reached a major milestone: applications are now officially open for the one-year Master’s programme MagiX – Artificial Intelligence, Governance Innovation and Digital Transformation, with an application deadline of October 1 and studies commencing on 1 November 2026.
MagiX is an international programme created through collaboration between some of Europe’s leading universities and is designed to prepare professionals and leaders for the responsible adoption and governance of artificial intelligence and digital technologies in the public sector. Developed within the framework of the AI4Gov-X project, the programme brings together expertise from distinguished institutions, including Politecnico di Milano, Delft University of Technology, ESSEC Business School, IE Business School, the University of Lisbon and EBS.
For adult learners in Estonia, the programme offers a unique opportunity to obtain a top European-level Master’s qualification in a highly flexible format. Teaching is delivered primarily through asynchronous online learning, enabling participants to study alongside their professional commitments and regardless of their location. The programme comprises 60 ECTS credits and culminates in an internationally recognised postgraduate specialisation diploma.
In addition to the core curriculum, participants may choose from six specialisation tracks:
- Digital Governance for Public Innovation
- Digital Transformation for Public Innovation
- Artificial Intelligence for the Public Sector
- Data Governance and Management for the Public Sector
- Service Design for Public and Digital Systems
- Interaction Design for Public and Digital Systems
For professionals who are not yet ready to commit to a full Master’s programme, AI4Gov-X also offers access to standalone modules and micro-credentials. These flexible learning opportunities allow participants to develop expertise in specific areas, ranging from artificial intelligence and data governance to public service design and digital government.
One of the programme’s most attractive features is its affordability. Thanks to support from the European Union, the tuition fee for the one-year Master’s programme is only €3,000. In addition, participants enrolling in micro-credentials and individual learning modules can benefit from funding that covers up to 50% of tuition fees, with support of up to €5,000 per learner. The development and delivery of the programme are supported by the European Union’s Digital Europe Programme.
For EBS, the launch of MagiX represents a significant achievement resulting from years of work within the AI4Gov-X consortium. It provides Estonian public sector professionals, senior managers, policymakers and digital transformation experts with the opportunity to learn from some of Europe’s foremost academics and practitioners, while acquiring the skills needed to shape the future of public services in the age of artificial intelligence.
Applications are now open, and the first cohort will begin their studies on 1 November 2026.
