EBS brings a new AI master’s programme to Estonia for public sector professionals

The rapid development of artificial intelligence is transforming the way public services are developed, decisions are made and data is used. A new master’s programme, MagiX – Artificial Intelligence, Governance Innovation and Digital Transformation, is being launched through a collaboration between leading European universities to prepare public sector leaders and specialists for the age of AI. EBS’s participation in the AI4Gov-X consortium also makes the master’s programme accessible to learners from Estonia.

Through the Digital Europe Programme, the European Union is increasingly investing in developing the knowledge and skills of public sector professionals to support the responsible adoption of artificial intelligence and build the leadership and digital competencies needed to do so. Following several years of development, registration is now open for the one-year MagiX master’s programme, with studies beginning on 1 November 2026.

The programme was developed by nearly 40 partners in the AI4Gov-X consortium, including Politecnico di Milano, Delft University of Technology, ESSEC Business School, IE Business School, University of Lisbon and Estonian Business School. The programme aims to prepare public sector leaders, policymakers, digital development professionals and specialists who can apply artificial intelligence responsibly and shape the digital public services of the future.

“Artificial intelligence is transforming the public sector as profoundly as the digital transformation did in the past. While the focus used to be primarily on creating e-services, success increasingly depends on having people who know how to apply and manage artificial intelligence responsibly. This is why Europe is investing primarily in people’s knowledge and skills today, and this programme will help build these competencies in Estonia as well,” says Karmo Kroos, Estonian project manager of AI4Gov-X and Research Director at EBS.

The programme is delivered primarily through asynchronous distance learning, allowing participants to study alongside their work and regardless of location. In addition to the common curriculum, students can choose from six specialisation tracks: digital governance and innovation in the public sector, public sector digital transformation, artificial intelligence in the public sector, public sector data governance, public digital service design, and user experience and user interface design in public digital systems.

In addition to the master’s programme, AI4Gov-X offers the opportunity to complete individual learning modules to deepen knowledge in specific areas of artificial intelligence and digital governance.

With the support of the European Union’s Digital Europe Programme, the tuition fee for the one-year master’s programme is €3,000. Participants taking individual modules may also be eligible for financial support covering up to half of the tuition fee, or up to €5,000 per learner.
